I opted for climber/puncher oriented stage race with this version of the Balkans Tour, similar to how the Tour de Suisse is often organized. Is starting or finishing the Balkans Tour in Greece mandatory, or can you finish the stage race in a country like Bulgaria as well? It would still be part of the Balkans, although leaning slightly to the east.

Can we plot our routes under the assumption that the borders between the Balkan countries are open? Or should all separate stages be kept within the borders of a single country?
