Does it have to be a Tour de France with 21 stages and about 3000 kiometres? And sorry, but I have not unterstood that with the themes :ehm:

Tour de France must have 21 stages and respect the UCI regulation about the total distance: max 3500 km.

Per quanto riguarda il chilometraggio massimo la realtà è questa.
Quando l'UCI ha riformato il regolamento tecnico per le corse a tappe nel 2002 ha stabilito un tetto massimo di 3500 Km ma ha altresì stabilito un tetto al chilometraggio medio massimo. Il chilometraggio medio di una corsa a tappe, è facile intuirlo, si ottiene dividendo il chilometraggio complessivo per il numero di tappe, che sono 21 (o 20 + prologo): ebbene, adesso non ricordo più quale sia l'entità del chilometraggio medio massimo che l'UCI mise nel regolamento, ma ricordo che è un numero ben superiore a 166,6 Km (ovvero il risultato della divisione 3500 Km / 21 tappe) e che, alla fine, consente di sforare il tetto massimo dei 3500 Km di un buon centinaio di chilometri, cosa che è successa realmente in diverse occasioni dopo il 2002. Per limitarci al Tour, l'edizione 2005 è stata lunga 3608 Km, quella dell'anno successivo 3657 Km e così anche altre edizioni hanno ampiamente sforato (quella del 2017 ne misura 3540)

Tutto giusto, il chilometraggio medio consentito è 180 km. La verità di fondo è che il regolamento UCI prevede un sacco di eccezioni da poter concordare, quindi l'autorevolezza dei GT gli permette di essere molto liberi. Basta pensare ai 3 giorni di riposo introdotti dal Giro.
Su questo non saremo troppo tassativi, finché il chilometraggio non sforerà abbondantemente i 3600 km va tutto bene.

The Tour must be only one theme. You can do a second Tour, max 3.
